Agencies to Resource Evaluation and Planning in the Marine Estate

Abstract

The paper draws on the author's involvement in the design of the Indonesian Marine Resources Evaluation and Planning (MREP) project and the implementation of its data collection and presentation component. An overviewof the project sets these components in context.

The rationale for baseline surveys is considered and methodologies examined. Mapping and georeferencingrequirements and associated problems are reviewed. The conflicting perspectives of end users and datagatherers and inter-disciplinary contradictions within the marine science community are highlighted.

Data requirements for Geographic Marine Resources Information System are outlined and strategies for dataacquisition, presentation and utilisation proposed. The benefits of multidisciplinary studies will bedemonstrated.

The paper summarises the lessons learned from the Indonesian experience to date in the implementation of a unique and innovative project. Key areas for consideration in the planning of similar activities in the future are proposed.
